Being aware of these things will help us ensure that we do not get shocked or seriously injured.
However, high voltage isn't going to be a problem with this toy. The voltage for the bubble maker is 3 volts. Because volts are only hazardous when they reach 30, this aspect is going to be harmless.
Be aware of sharp or moving parts. You can harm yourself or break something essential of the bubble maker. Keep small parts in a secure place so that they do not get lost, or digested by a toddler.
